From Blight to Bright Future in Clinton, IN

A crowd gathered on a chilly winter morning taking 
time to share warm memories of days gone by, and of a building that hadn't fulfilled its purpose in some years- the local garment factory. No longer a functioning garment factory, the building sat empty for some time until the  Little Italy Festival Town (L.I.F.T.) group decided to turn it into safe, affordable housing for area residents. The community, Meadow Park Villas & Flats, is the result of a partnership that rehabilitated the former garment factory while also constructing a new building at another site in 
town. On February 9th, L.I.F.T. and Herman & Kittle
Properties, Inc. celebrated the grand opening of Meadow Park Villas and Flats.

U.S. Congressman Larry Bucshon, who attended the
 grand opening celebration, praised local, state and federal agencies, as well as private entities, for cooperating on Meadow Park. "A project like this can't come together without cooperation," he stated.

In the process of developing the apartment homes, the formerly empty factory building was rehabilitated and the area was saved from future blight. "Clinton residents are truly going to benefit from the reclamation of the historic garment factory and its new use as a high-quality and affordable home," said John Lisella, vice president of U.S. Bancorp Community Development Corporation. "We are gratified to support important developments such as Meadow Park to help communities thrive and residents have a higher quality of life."

Meadow Park features 60 apartment homes that are LEED certified. The community also features solar panels that will provide energy for the common spaces. Residents will enjoy a community gathering room, media room, business center, planned resident activities, and many more amenities. The community is now open for residents and welcomes anyone who would like a tour.

Meadow Park Apartments was awarded $7.64mm in federal tax credits, to be given over ten (10) years, from the Indiana Housing and Community Development Authority (IHCDA). IHCDA also provided an $500,000 Development Fund loan and $200,000 HOME loan. US Bank and IFF provided a $5.8mm construction loan, while US CDC invested $6.8mm in the project . Meadow Park Apartments has been developed in partnership with locally owned, Little Italy Festival Town, Inc. and Indianapolis-based Herman & Kittle Properties, Inc. Herman & Kittle served as general contractor and property manager.
